Latin American Parliament Pays Tribute to Wiesenthal Center’s Draft Convention on SuicideTerrorism in its Framework Law Against Terrorism
Wiesenthal Center senior officials were invited to present the Center’s Draft Convention on SuicideTerrorism to the Commission on Citizen Safety, Combat and Prevention of Narcotraffic, Terrorism and Organized Crime of the 22 member-state Latin American Parliament –PARLATINO, meeting in Bogota, Colombia.
TheCenter’s Director for International Relations, Dr. Shimon Samuels, pictured left with Colombian President, Alvaro Uribe, at the Congress building in Bogota, spoke of the "chain ofterror - ending with the suicide, but beginning with the instigators, recruiters, financiers and apologists, whose complicity must be prosecuted under international law on crimesagainst humanity.”
Latin American Representative, Sergio Widder, illustrated the dangers to the region citing the Israeli Embassyand AMIA Jewish Center bombings in Buenos Aires (1992 and 1994, respectively), and the Argentine extradition order for the perpetrators.
After lengthy debate, the Commission’s President, Argentine Congresswoman Paola Spatola, (pictured left)called for a reading of the Resolution.
The Resolution adopted:
a) a tribute to the Wiesenthal Center’s Draft Convention and its continued campaign against suicideterrorism;
b) a condemnation of the pernicious nature of suicide terrorism;
c) the incorporation of suicide terrorism in the measures against all forms of terrorism covered by theFramework Law against Terrorism to be diseminated by the PARLATINO in April, 2008.

El Parlatino elogia la propuesta de Convención sobre Terrorismo Suicidadel Centro Simon Wiesenthal
Directivos del Centro Simon Wiesenthal fueroninvitados a presentar la propuesta de Convención sobre Terrorismo Suicida de la organización ante la Comisión sobre Seguridad Ciudadana, Combate y Prevención al Narcotráfico,Terrorismo y Crimen Organizado del Parlamento Latinoamericano – PARLATINO (integrado por 22 países de la región), reunida en Bogotá, Colombia.
El Director de Relaciones Internacionales delCento, Dr. Shimon Samuels, hizo referencia a “la cadena del terror, que culmina con el suicida, pero comienza con aquellos que instigan, reclutan, financian y hacen apología delterror, quienes deben ser procesados bajo el cargo de crímenes contra la humanidad por su complicidad”.
El Representante para América Latina, SergioWidder, hizo alusión a las amenazas regionales, tomando como referencia los atentados terroristas contra la Embajada de Israel y el centro comunitario judío AMIA en Buenos Aires(1992 y 1994, respectivamente), y a la orden de extradición emitida por Argentina contra los responsables del ataque de 1994.
Luego de un extenso debate, la diputada argentinaPaola Spátola, Presidenta de la Comisión, solicitó la lectura de lo resuelto, incluyendo:
a) un elogio a la propuesta de Convención delCentro Simon Wiesenthal y a su campaña continua contra el terrorismo suicida;
b) la condena a la naturaleza vil del terrorismosuicida;
c) la consideración del terrorismo suicida dentrode las modalidades alcanzadas por la Ley Marco Contra el Terrorismo del PARLATINO.
