Wiesenthal Centre Exposes Virtually Unknown Arm in the Assault on Israel: "ESCWA"

"...her (Israel's) existence constitutes a clear violation of all international conventions and norms based on fundamental human rights."

"United States and like-minded member-states should call for full investigation into ESCWA and its validity and financing as an agency for economic and social development"

ESCWA, the United Nations Economic and Social Commission for Western Asia is one of the five regional Commissions established by the U.N. to deal with economic and social issues, the othersbeing: EC Europe, ESC for Asia and the Pacific, EC Africa and EC Latin America.

"Four indeed deal with economic and social development, best practices and regional integration. ESCWA, based in Beirut and comprising 18 Arab countries (Egypt, Iraq, Jordan, Kuwait, Lebanon,Libya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates, Yemen and, of course 'Palestine') apparently now dabbles in antisemitic hate," argued theCentre's Director for International Relations, Dr. Shimon Samuels.

The Centre had noted very recently, that "sources in UNRWA (United Nations Relief and Works Agency responsable for social and educational services to 'Palestinian refugees') had proposed changesin school texts that incited to hate and violence agaist Jews...Needless to say,this was met with fierce opposition both on the West Bank and Gaza."

Samuels expressed shock, not at Fatah and Hamas, but at the response from the highly educated UN career woman, Khawla Mattar, ESCWA Executive Secretary in her article entitled "Our Small Wars" inthe 30 January 2017 posting of El Shoruk

"She responds to voices in the Arab world who are calling for a change in the position towards Israel, with some going as far as saying the current situation is one of the main reasons behind thebackwardness,lack of democracy, transparency and participation in the Arab world,arguing that, 'I do not imagine there are any differences among the Arabs on the backwardness of their governmentsand the spread of individual rule and remaining dictatorships like dinosaurs in this fast and transformative world.... Despite all of this, there is some agreement among the Arabs that Palestineis a compass and the (existing) position towards Israel is inevitable not stemming from Arab nationalism but from the recognition that Palestine is the last occupied country in the world andIsrael practices an apartheid policy which does not resemble any of the repressive practices by many Arab regimes'."

لا أتصور أن هناك اختلاف لدى العرب على تخلف حكوماتهم وانتشار أمراض الحكم الفردي والديكتاتوريات المتبقيةكالديناصورات في هذا العالم شديد التحول وسريعه. ولكن ورغم كل ذلك هناك أيضا بين العرب شيء من الاتفاق بأنفلسطين هي البوصلة وأن الموقف من اسرائيل هو أمر حتمي ليس من المنظور القومي العروبي أو حتى مخلفات بعض تلكالتيارات السياسية التي شاخت،
من قبل الاعتراف أولا بأن فلسطين هي آخر بلد محتل في العالم وأن اسرائيل تمارس سياسات فصل عنصري لا تشابهه أي منالممارسات القمعية الممنهجة لكثير من الأنظمة العربية.

"She considers the conflicts in the Arab region (small wars) since 2011 to have marginalized the Palestinian cause from being a central issue.
According to her, 'the Arabs will not be able to have true democracies without finding a real and fundamental solution to the Israeli occupation of Palestine.'"

وإن كان دون ايجاد حل حقيقي وأساسي للاحتلال الاسرائيلي لفلسطين لن يكون للمنطقة شأن ولن تستطيع كل الشعوبالعربية أن تبني ديمقراطيات حقيقية

She writes "while there are numerous boycott campaigns (academic, economic and cultural) against Israel in Europe and the U.S...At the same time, there is a campaign by Arab intellectuals,journalists, writers and economists who want to end the struggle in the mind of the Arab citizen, even erase the struggle from school books under the pretext of combating hatred and hostilitytowards the other, instead of recognizing Israel as being a racist state, as agreed upon by all scholars on Palestinian issues and observers on the ground in Israel, her existenceconstitutes a clear violation of all international conventions and norms based on fundamental human rights."

انتشار حملة واسعة في دول العالم تمتد من أوروبا حتى أمريكا تطالب بمقاطعة اسرائيل بمعنى ليس فقط مقاطعةبضائعها ومنتجاتها ولكن حتى التطبيع الأكاديمي والثقافي. فتقوم جامعات برفض توجيه الدعوات إلى أكاديمييناسرائيليين ليشاركوا في ندوات علمية أو أعمال بحثية، كما يرفض الكثيرون الدعوات التي تصلها للمشاركة في أنشطةأكاديمية وعلمية في الجامعات الاسرائيلية. في ظل كل هذه الحملة النشطة في العالم توازيها حملة بين المثقفينوالصحفيين والكتاب والاقتصاديين العرب للدعوة................... انهاء أي صراع مع اسرائيل في فكر المواطن العربي...................... حتى الكتب المدرسية التي امتدت لها بعض أصابع هؤلاء المربين العرب لشطبها بالكامل تحت مسميات أنفي ذلك محاربة لفكر الكراهية والعداء للآخر بدلا من الاعتراف بأن بقاء اسرائيل كدولة عنصرية كما يتفق على ذلككل الباحثين في القضايا الفلسطينية والمتابعين للتطورات على الأرض بدولة اسرائيل، أن بقائها يشكل انتهاكًاصريحًا لكل المواثيق والأعراف الدولية المبنية على حقوق الإنسان الأساسية.

Mattar ended the article by stating that "we have to stand up against these Arab intellectuals, academics and writers."

Samuels proposed that "the United States and like-minded member-states should call for a full investigation of ESCWA and its validity and financing as an agency for economic and socialdevelopment"
